There are a few occasions when a foul in the penalty box does not convert to a penalty kick. Only a goalkeeper can cause these fouls. The catching a back pass by a goalkeeper with their hand is the cause of the majority of freekicks that are taken in the penalty box. The other few times it happens is when the goalkeeper takes more than four steps before releasing the ball, and when time wasting results in a second yellow card.
